On June 11, 2021, the TSA, in collaboration with the ICT Commission, organized a meeting between startups and the Ministry of ICT. The meeting was chaired by the former Minister for ICT, Hon. Faustine Ndugulile, and attended by relevant sector regulators. During the meeting, one of the key issues raised by the startup ecosystem was the removal of fees to access digital infrastructures, including USSD short codes and other communication resources.
In response to this concern, the Tanzania Communications Regulatory Authority (TCRA) announced on March 6, 2022, that it would waive the fees for startups and innovators to access certain communication resources for a trial period of up to six months. To access these resources, startups are required to undergo a due diligence and approval process facilitated by the TSA and the Tanzania Commission for Science and Technology (COSTECH). Once the process is successfully completed, the TCRA will grant the startup free access to the resources, allowing them to live-test their innovation.
The communication resources that are eligible for free access include the following:
1. Frequencies: Startups can access specific frequencies required for their communication services.
2. domains: Startups can register and obtain domain names with the ".co.tz" extension for their websites.
3. short codes: Startups can utilise USSD short codes, a technology that allows interactive communication between mobile phone users and applications hosted by mobile network operators.
To apply for free access to these communication resources, startups must submit the following documents:
1. Application letter: A formal letter addressed to both the TSA and COSTECH, expressing the startup's interest in accessing the resources.
2. Concept note: Concept note: A document outlining the intended use of the communication resource, including a clear description of the innovation and its anticipated impact. It is important to quantify the expected benefits and explain how the resource will be utilised.
3. Certificate of Incorporation: A valid Certificate of Incorporation for the company, demonstrating its legal status and registration.
4. Copy of National ID: A copy of the National ID for the company directors, verifying their identity.
Please note that the TSA operates as a membership-based organisation for startups in Tanzania. As part of the application process for accessing communication resources, the TSA is responsible for conducting due diligence and endorsing startups. Therefore, it is a prerequisite for applying startups to become members of the TSA.
